Julián Muñoz Palomo was born on April 30, 1949, in Cuenca, Spain. He began his political career in the 1980s, serving as the mayor of the municipality of San Pedro Alcántara from 1983 to 1991.
In 1991, Muñoz was elected mayor of Marbella, a popular tourist destination on the Costa del Sol. He held this position until 2006, during which time he oversaw a period of significant growth and development in the city.
